he GOP bill would create a $300 million state fund using asset forfeiture money currently controlled by the Manhattan district attorney's office to provide restitution to those found by hearing officers to have credible claims of abuse. 

Supporters say it would help a broader range of survivors  not just those attacked in places like schools and religious institutions.

But Senate Democrats and many advocates say it would let predators off the hook and is designed to make it look like the GOP is doing something on the issue as they head into the fall elections. 

"This is like a half-hearted attempt to push the issue off their plate " said Sen. Brad Hoylman  a Manhattan Democrat who is pushing a more comprehensive version of the Child Victims Act. "It's cynical beyond because it is really toying with people's personal tragedies."

The Hoylman bill that already has passed the Democratic-controlled Assembly the past two years would extend the time survivors have to bring criminal and civil cases while opening a one-year window to revive old cases time-barred under current law. 

"New Yorkers overwhelmingly support the Child Victims Act that Senate Democrats have fought for years to advance  and we will not allow a watered down version or a bill that lets predators avoid justice  pass through the state Senate " said Senate Minority Leader Andrea Stewart-Cousins (D-Yonkers). 

With just three scheduled days left in the legislative session  the stalemate likely dooms chances of passage of a Child Victims Act survivors have sought for about a dozen years. 

Some advocates say they will take their chances that the Democrats can win the Senate majority in the November elections and pass a full Child Victims Act when the new legislative session begins in January.Senate spokesman Scott Reif said the GOP conference is still discussing how to move forward on the issue.

You can attend one of our 3D Printing classes and create your own key chain OR you can design or download a 3D file and email it to us (3dprinting@ypl.org) or bring it to the 3rd floor reference desk on a flashdrive.

City Council President Mike Khader was scheduled to hold a budget adoption meeting Thursday night, but he and the other council members called new budget hearings to be added.

Council President Mike Khader may hold a budget vote on Wednesday if a deal can be made to save some or all of the city jobs.

But Wednesday, is not a hard and fast deadline, if City Council President Mike Khader thinks more budget reviews and negotiations are needed.

10 years ago when Yonkers faced similar financial crises during the "2008 #GreatRecession", the City Council didn't adopt the budget until late June

Two weeks ago, the state comptroller's Local Government and School Accountability division reviewed the original version of Mayor Mike Spano's proposed budget.

State officials expressed a number of concerns related to a $5 million structural imbalance in the city's numbers, underestimated police and fire overtime, unappropriated money for textbooks and a reliance on draining reserve funds to close gaps in the budget.

Last Thursday, Board Of Education Trustee Edgar Santana, reported on Facebook that the Board of Education acted on a state recommendation and voted to empty the district's reserve fund by withdrawing $24 million to close a budget deficit.

Mike Khader, an attorney for the past 16 years, lives near Welty Park with his wife Rana and three children ages 7, 6 and 5. Two of his children attend the Casimir Pulaski School and a third attends a special-needs school.

Mike Khader was born in Yonkers and is the son of Jordanian immigrants, who came to the United States in 1964 and immediately settled in Yonkers.

Mike Khader calls himself a "moderate, middle-of-the road" Democrat. Whether there is a Democratic or Republican majority, Khader said he will lead the council in a bi-partisan fashion.
