MOUNT VERNON - Nearly two decades ago, a would-be developer appeared on the scene in Yonkers, hoping to make his mark as the city sought to reshape its downtown and waterfront.

The New Rochelle resident, who never took the bar exam after getting a law degree, bought a shopping center, then a building across from City Hall, and became a favored developer of the mayor.

The alliance was promising, with old warehouses being turned into lofts and a ballpark project on the table.
